In a test the Free PDF Unlocker (2) did not work, A-PDF Restrictions Remover is better I tested a pdf-document, where I could not make comments with PDF-X-Change. There opened a DOS-Window so quickly, that I could not read the text. Then the pdf-file was as before. Free PDF Unlocker had no success and it cannot be installed on 64bit-Vista, only on 32bit-Windows. Then I tested the A-PDF Restrictions Remover (with the free 15 days-trial) with the same pdf-document. I could install (1) on a 64 bit-Vista, and after the very easy Restrictions removing with the context-sensitive menu I could comment the changed pdf-file with PDF-X-Change. So it seems to be necessary to pay the 9.99 $ for A-PDF Restrictions Remover.

You can also Use Ghostscript GSview to open PDF files with owner password restrictions: The Ghostscript-based PDF viewer disregards Adobe security settings. You can print a restricted PDF file, convert it to other formats, or extract text content and export it as plain text. However GSview cannot remove or bypass user passwords.
