PDF arranger is the best free software for visually sorting pages in a PDF (in 2020).
Apart from sorting it can split pages in the middle. This is useful if you have scanned two facing pages.

usefull for daily basis tasks to edit pdf
PDF Arranger is perfect for rearranging/sorting pages (in a visual and intuitive way), and it can also merge, rotate and crop pages at the edges.
Of course, it is not as powerful as commercial PDF software like PDFsam, Sejda or Master PDF Editor, but it works flawlessly, and I never had problems with this nice PDF editor.
