The possibility of routing RingCT outputs (non-programmable) into CT inputs (programmable) and the Bitcoin codebase allows for programmable privacy-preserving smart contracts. That's how the Particl Marketplace (100% decentralized and anonymous) is possible even though transactions are using RingCT, which typically has no programmable outputs and wouldn't allow for something like this. This makes it different from Monero, which also uses RingCT technologies but on a different codebase.
