The source code is on GitHub, so it must mean this tool is open source, right? IDK

What is OCAT?

The AMD Open Capture and Analysis Tool (OCAT) supports all major APIs on Windows, including Direct3D 11, 12 and Vulkan. It has an in-game overlay showing the current frame rate for immediate performance review.

AMD OCAT provides detailed analysis using the Intel PresentMon library, allowing users to review historical data across multiple frames offline. This helps users understand the performance of games and applications on their system.

AMD OCAT is open source and consists of the user interface, analysis back-end, and in-game overlays. Users can start recording statistics with a hotkey. It can also be set to not show the framerate overlay on non-gaming applications that use the GPU, like browsers.
