What is Windows Recall?
Recall leverages the Windows Copilot Runtime to help users find anything previously seen on their PC. It enables search based on remembered clues or allows scrolling through a timeline of past activity, including apps, documents, and websites. Users can quickly return to content by selecting the relaunch button under each snapshot, with deep links powered by the UserActivity API.
Click to Do is an AI-powered feature that uses the local Phi Silica model in Copilot+ PCs to connect actions to content identified by Recall. For example, if a video shows a shirt of interest, Recall can locate the moment it appears, and Click to Do will offer an option to search for similar products online. Developers can integrate Click to Do into their apps via a URI scheme.
Recall is an opt-in experience with customizable privacy controls, allowing users to filter and manage what content is saved. All data is processed locally, secured with Windows Hello authentication, encryption, and isolation, and is not sent to the cloud or shared with Microsoft or third parties.

Oh yes another Spyware as a Service from Microsoft baked into Windows and that they'll insist on users to enable it using dark patterns and annoying pop-ups.
