Google Play Services is a proprietary background service and API package for Android devices from Google. Google Play Services provides core functionality like authentication, contacts synchronization, and location based services.

While the Open GApps script to generate the Google Apps packages is open source, the Google Apps packages themselves (which are to be flashed onto Android) are closed source. In contrast, the microG client is actually open source. By installing microG or using an OS with microG pre-installed, you are not flashing any closed source software onto your phone. (Of course, many apps that depend on Google services are still closed source.)
