What is Maqam?

Maqam sits between AI agents and registered tools. It applies policy before dispatch, binds human approval to the exact input that will run, consumes that approval once by default, and records explicit execution receipts. Only calls routed through a registered Maqam gateway are governed. The current release is 0.3.3 under the MIT license.
