Kokomite1-0-4-130 is the last 32-bit version (or maybe even Windows 7). Notes to that version: the highlight is always on*, there's only indication for the left mouse button. *) Well, you can technically set it to be fully transparent, but at the same time it will also hide the left click indication...

What is Kokomite?
Kokomite is a software that draws semi-transparent circles (or rings) around the mouse cursor to make the focus easier to understand in a presentation. This semi-transparent circle always chases the mouse cursor. This semitransparent circle is only displayed without affecting keyboard input or mouse actions.
Works beautifully, with no delays or strange behaviors. There are a few things you can tweak, like color, width, opacity and so on. Unfortunately, all the settings are in japanese. But then, there aren't so many, and they're all gathered in one screen, so it's not hard to try them all and see what they do.

I also tried "Carnac", specifically the github branch by "bfritscher" which also worked, but it did not allow for a continuous circle or ring (it only pulses when you click).
A few common alternatives I have not tried:
"Pen Attention" is very popular and sounds good but it relies on third-party software, AutoHotkey, which itself is a "harmless" tool, but often gets a bad reputation with antivirus software because it's a scripting tool that can be used for both good and evil. Personally, I'd rather avoid installing AutoHotkey on my system.
"Mouse pointer highlight" is a popular app by Catnip5 Media on the Windows Store. Many have used this and seem to like it. I'm not sure if it's compatible with Windows 8.1 though (Windows 10 for sure).
In summary, Kokomite is a fantastic tool, and the only "downside" is you cannot see the result of tweaking your settings until you press OK. However, that is a minor detail. One other very minor detail is if you change a lot of settings in the app and then push "OK", you might notice your cursor highlight temporarily disappear when passing over 3D objects in a 3D software app like Blender. The simple fix is to just turn the highlight "Off" and then "On" again (using the handy button), and the highlight will then work as normal. :-)
The user interface is simple and contains both Japanese and English characters. Although it is mostly self-explanatory, I have included a screenshot with colored text for some extra clarity. The website is entirely in Japanese, however if you have the Google Translate addon installed in your Chrome Browser, you can easily translate the pages and read the help files if you wish. At the time of writing, the "Downloads & history" page link is the bottom most link on the left hand menu. I downloaded the top-most zip file (Kokomite2-3-4-131) which works perfectly fine on Windows 8.1 and supports Windows 10 (though I have not tested it on a Windows 10 system). I can happily award Kokomite Five Stars!
