The installation is actually featured on the official Ubuntu Forum here: http://ubuntuforums.org/showthread.php?t=530183

It has a nice little GUI and it allows you to add/delete lists which can be found with a single Google search such as "ip blocklists".

moblock does basically the same thing, and has a graphical front end, mobloque.

Ubuntu repository is available at http://moblock-deb.sourceforge.net/
