Because it is small, well documented and portable. Plus each executable is quite standalone.

For sure is not so common or updated, but it works quite well. I love it.

It's not an alternative to 7zip and such because this one is CLI-based. But in the world of CLI zipping tools, the only other one I can think was the (now) very old PKZIP/PKUNZIP.
