I've checked Hawaar thoroughly. It seems quite interesting from home page which lead me to sign up. I have found the following:

About Layout -> Layout is neat and fresh. It's creative, I've NOT seen that kind of layout before. It looks very light, flat and features are arranged very properly. I can see all the stuff during very first glance.

About Features -> Primarily it talks about "Let the people say if you're an Angel or Devil" so it gives two features first, 1. Getting compliments and 2. Getting complaints. Both features are designed very well. Selection of icons and emoticons are attractive. It also talks about posting your attitude. Attitudes can further be rated by Awesome/Ok. Again, impressive icons. Features are quite fresh. By features I can say it looks like Twitter and Askfm. Another important thing is that if someone post you a compliment or complaint etc you will be notified about the user's IP address and device so that in case of bullying or threat receiver can complaint directly to cyber security . It is mentioned in detail in privacy policy of Hawaar

About UX -> I've checked Hawaar on desktop, laptop, tab, smartphone (iphone, note5, samsung galaxy j1 and htc). I've found it smooth and user friendly. I liked it using on tab and laptop more than any other device.

Who can use it -> I would say teenagers. It's safe too because users can have full control to see the details of senders who post compliments/complaints and consider them Angel or Devil.
