GeoGebra allows the user to easily modify the parameters of the curves, draw tangents, normals, evaluate simple integrals and areas, etc. while gnuplot is intended only to be used for designing publication-quality plots. It is not an educational tool at all and as such shares little similarity with GeoGebra.
