ElkArte needs the database collation utf8_general_ci, it would not install on a database with collation _utf8mb4_0900_ai_ci _in my experience, although there were no problems installing other content management systems.
Apart from that, ElkArte is a good forum software with many possibilites. The first administration takes some time, because you can make many settings in the configuration menu. For example, you can create private or public boards, decide if posts should be moderated or not etc. etc. In short, it has all those features of the more famous and better known forums, but is quite slim, nonetheless.
