Capcut is really impressive. It has a few limitations but I think it's a good place to start compared to Premiere or Resolve which can be intimidating.

I think it's the best of free plans
The app is very varied on various visual effects. The functionality is really impressive. I haven't figured out all the features yet, but all the tutorials are saved.
