NumeRe 1.1.8 RC adds bit functions and TLS validation

NumeRe 1.1.8.2609, the Chamberlain release candidate, adds bit-level functions including bitand(), bitor(), bitxor(), bitnot(), bitshift(), bitmask(), and bitcast().

The url and mail functions now validate TLS and SSL certificates against trusted root CAs, while url can enforce an HTTP method and always returns STR values.

The update also introduces logger(), dict(), and timer() objects, expands table handling, and improves the dataviewer, code analyzer, parser, and custom-window controls.
