This feature is available exclusively to Telegram Premium subscribers.

A messaging app doesn't need AI
I wasn't expecting Telegram to turn its editor into something this powerful. Tables, formulas, inline media, and AI features make it feel much closer to a lightweight document editor than a messaging app. I just wish more of these features weren't limited to Premium users.
