ReactOS implements first Windows NT6 system call for Vista compatibility

ReactOS has implemented its first Windows NT6 system call, NtGetCurrentProcessorNumberEx, marking a major step toward Windows Vista compatibility.

This update also introduces new NT6 processor functions, expanding the project's support for later Windows architectures.
