FreeRDP 3.28.0 revives iOS client, updates Android build, adds smartcard API

FreeRDP 3.28.0 reintroduces a modernized iOS client, bringing back support with updated features and openh264 integration.

The release includes Android build updates, adding riscv64 support, configurable releases, and a redesigned touch pointer.

A new server side smartcard API is also included, expanding secure authentication options.

Additional changes improve client statistics, simplify build configuration, and enhance code robustness.
