OpenTofu 1.13 adds Windows ARM64 and planning functions

OpenTofu v1.13.0 adds official Windows ARM64 packages and 'new convert' and 'assume...' functions, which let configuration authors provide type and value guarantees for otherwise unknown plan values.

The release also begins experimental built-in linting and Symbol Libraries for sharing values, functions, and type aliases across configurations.

It removes WinRM provisioner support, makes v1.13 the final 32-bit release series, changes base64gzip output bytes, and requires macOS 13 Ventura or newer; security support runs through August 2027.
