I have registered this site 4 weeks ago, tried to figure out and fill everything they want! Until now still can not prove. Then I tried again with 2 accounts and not working at all. I have seen a lot of people on twitter or community also blame this service check it out here https://collegetimes.co/upwork-sucks/
If you want to use freelance web service I would like to recommend freelancer.com is better

Positive : Lots of contractors to choose from
Negative : The Upwork UI is fairly confusing and is very unclear in a few areas on how it handles payment.
Very predatory business practices. If you just pay enough money you could spam infinite amout of projects all day long. In adition to that ridiculousness they take away 20 freaking percent of the money you make. That's a lot of money for a big project, for what? For an ads website with terrible support and I've heard of scammings. Steeer far away from Upwork.
I got scammed thousands of dollars on Upwork when I spent thousands on Upwork for a freelancer who claimed he could deliver my project as described in the project description with detailed deliverables.
Upwork confirmed that I was scammed, did nothing to help me dispute the charges and the freelancer is still active on Upwork scamming other clients.
I have dropped the ball since they announced they going to charge clients and freelancers, they were taking 10% of each payment before and they charged a payment processing fee for clients before.
They added more fees and become less famous as before, they now targeting "Class A" users only who pay to use the Upwork App, Now it's SAAS Based.
Nowadays, the Upwork is considered number one with it's clients number, but definitely, You don't have to go there. There are much more comfortable ones like the www.jointohire.com or peopleperhour. Wish everyone a great career !
