Hmm, is such an app reliable or can it brick the phone? I'd hate to fall prey to marketing.
(As easy to use Dropbox may be, I still prefer SpiderOak for its flexibility and less markety approach.)
Apps like Universal Androot generally aren't available in the official Android Market, so you'll have to install the app manually. There are download links for the app file (.apk) on the website for Universal Androot. Once you've downloaded the app file onto your computer, you can use the Dropbox Android app to install it. Move the app file into your computer's Dropbox, and then view the file from the Dropbox app on your Android phone. When you tap on the file, you'll be given the option to install it.
There are other ways to install app files, but this way seems the easiest to me. And besides, Dropbox is awesome.
