The github version doesn't seem to have a Windows installer, and the Official Version claims to be beta and admits it may be buggy. Skip.

What is United Sets ?

United Sets is an open source application that enhances productivity by allowing users to group Windows into distinct tabs. Inspired by the unreleased "Sets" feature, it organizes multiple windows into a single interface for easy navigation between tasks or projects. It can also integrate with snap layouts to access additional windows without disrupting the existing layout. The project aims to replicate the convenience of a web-browser layout for efficient multitasking.
