    As a Linux distro, Tails is Ubuntu based and ephemeral; it loads from a live CD or USB, allows you to do your business and then quite without (ideally) leaving a trace. Ubuntu Budgie is just a regular Ubuntu install (permanent) that happens to have the Budgie desktop. Nothing like as setup for privacy. The only similarity is that both are compatible with .deb files.
