What is Tagging for Windows?
The Windows File Explorer is extended with tags. A hierarchy of self-defined tags can be created and used for any kind of file or folder. The files and folders will not be altered and no extra application is needed to see the tagged items. The tagged files and folders are shown in the standard Folder View of the explorer. The tag acts as a virtual folder.
It is also possible to combine tags to list files that are tagged to multiple tags or, on the contrary, not having a specified tag. A tool for quickly finding and tagging existing documents is provided. And last but not least, tagging of websites is supported.

Excellent software because it is very very simple to use. The problem for me it is not cross-platform, but for Windows it the the best.
This seemed like just the program for me, and at first it worked. But it stopped working in Windows 10.
you can remove or rename files.
It creates a Tag folder in somewhere, and it links the files you tagged to that folder.
