What is Starter?
Starter is yet another startup manager for Microsoft Windows (21 languages)
As a primary purpose, Starter allows one to view and manage all the programs that are starting automatically whenever operating system is loading. It enumerates all the hidden registry entries, startup folders items and some of the initialization files, so that the user could choose to temporarily disable selected entries, edit them, create new, or delete them permanently.
Secondary purpose is to list all the running processes with possibility to view extended process information (such as used DLLs, memory usage, thread count, priorities etc.), and to terminate selected process (even a Windows NT service, having enough access rights).
Another one is Windows services (and drivers) manager with some advanced features.
Starter is a real Freeware and is not crippled in any way among the similar products. The user interface is pretty simple and has a lot of options that are self-explanatory.
Last version, v5.6.2.9, was released on May 2009, but can be still downloaded from the official website.

Extremely popular "in its day" ... 300,000+ dLoads.
no longer supported since Vista ... circa. 2009
Portable + Installer are still available from developer although dLoads on home-site are not easy to find
Softpedia offer more obvious (clean) links.
Starter last updates were in 2009 and not later as implied elsewhere.

CANNOT recommend "Starter" ... it is lacking in too may basics and essentials
No 64-bit support
A no-frills GUI, for moderately experienced users
Cannot filter for non-Microsoft etc
No HELP files with downloads

eMail support is dead ... my enquiry about 64-bit compatability was returned as UNDELIVERABLE

Latest portable download is dated May-2009 ... Installer is about the same

Trialed Starter on Win-7 PRO 64-bit ... I cannot comment on Win-10 OS
