Spread32 is a mini-Excel with all of the basic features that you would expect in a competent spreadsheet program. Run macros, draw objects, generate charts, calculate functions and formulas, its all here. And it reads and writes xls, csv, text, and pxl formats.
SpreadCE is the mobile version of Spread32 and it's available for Windows Mobile and Android.

Lightweight, but crashes on large spreadsheets.
Spread32 is a very lightweight spreadsheet tool which still got most of the basic Excel functions. It loads pretty fast and requires almost no resources (2-30MB ram). Perfect for old hardware, not having to startup a bulky full-blown excel or if you just want to keep a sheet in the background without slowing down other programs.
