Soupault is a static website generator that manipulates HTML element trees rather than text. It's more like a robotic webmaster that doesn't get tired of editing pages. It's available as a standalone, dependency-free executable, but can run Lua plugins and provides HTML manipulation API.
It's possible to use soupault as a post-processor for hand-written websites or sites generated by other tools.
