Skype Call Recorder is an open source tool that allows you to record your Skype calls on Linux (experimental version for Windows).

Windows version is working for me (Windows 10).
It's got an update in late 2013 and it still works. The only problem is the Linux packages not being updated anymore (no idea about Windows). The best thing to do is to clone its git repository (or get an archive of the latest state of the project), install the required dev packages, and compile it. The whole process is pretty simple and doesn't require editing any file.
No Windows version.
The project is dead - Last update was in 2010
