Had to use it for coursework at University, it's pretty good. No longer supported, though, so may want to bear that in mind.

What is RenderMonkey?

RenderMonkey is a shader development environment for both programmers and artists. It features a shader editor for quick prototyping, an integrated shader compiler, and a preview window for immediate visual feedback, assisting in early error detection. It also offers debugging and optimization tools, and an SDK for creating custom importers and exporters. RenderMonkey supports Microsoft's DirectX .FX format, ensuring compatibility with primary DCC packages. For artists, it provides a workspace view and editor that simplifies shader programming. Artists can modify shader parameters using widgets, and the preview window shows immediate changes. It works with existing texture and modeling tools, and supports DirectX (9.1), OpenGL (2.0), and OpenGL ES (2.0) shading languages. RenderMonkey includes sample effects for customization. However, it's no longer supported by AMD, but remains available for download without warranty.
