It's lightweight, easy to use, easy export function to a graph, and is fast!
While it doesn't reflect route changes in real-time, it does allow a very quick ping interval. A very good free option.

Nagios would be better if you need a service that monitors multiple devices. PingPlotter can handle multiple device monitoring, and there is some slight overlap, but is more for single-target temporary monitoring and is far less suited to long-term monitoring.
