At least you can skip sign in to Google, and you will keep all DB locally.
Google is a well known gravedigger of services and applications. They buried a lot of services and apps that are quite good. The Picasa is one of such apps that is the best for me, the rest of apps are not so convenient and well-made, I think.
Shame on you, Google!
The great thing about Picasa, it has the ability to scans local folder/drive so you won't miss any pictures that are hidden unintentionally
Out of all the Photo/Image managers I have used, this one was my favourite. I would still use it, but not the "new" Google Photos.
The description, when you click Windows, says FastStone Image Viewer is a popular alternative. It also says, wrongly, "it's not free". It is free for normal people so I feel that is an error. You only have to pay if you are a company.
