The CodePlex site has been archived here (https://archive.codeplex.com/) and the last version of NETLEAS can be downloaded here (https://archive.codeplex.com/?p=ntlea). I am going to try it out as I need something for Linux and Locale Emulator does not work under Wine, but all things considered, I am not very optimistic NTLEAS will run under Wine either.
