Apparently NETLEA had been scrapped for NETLEAS which in turn has now been abandoned and CodePlex has shutdown with no other outlet despite mentioning GitHub. The CodePlex site has been archived here (https://archive.codeplex.com/) and the last version of NETLEAS can be downloaded here (https://archive.codeplex.com/?p=ntlea). I am going to try it out as I need something for Linux and Locale Emulator does not work under Wine, but all things considered, I am not very optimistic NTLEAS will run under Wine either.
