If you're looking for a simple IPTV server for recording and viewing this is it. I have tried various others, including TVheadend, and looked at paid solutions. Nextpvr has an actually comprehensible UI, and simple settings which don't require any additional reading to configure. Might not have whatever crazy customisation people use other programs for, but if you just want to record a couple of streams and don't have any need for advanced options, automation, etc. it's perfect. Blows TVheadend out of the water because the interface wasn't designed by a mentally handicapped child in the 70s. NPVR could have blown up my server and I still would have rated it higher than TVHE.

What is nextPVR?
NextPVR is a free Personal Video Recorder (PVR) and Media Centre application for Microsoft Windows. At its heart lies the Electronic Programme Guide from where you can watch (and pause) live TV and schedule your favourite shows for later viewing.
Relax with a DVD or play back your music, videos and photos stored on your PC or on other devices across your home network.
With support for multiple clients (including thin client devices such as the Popcorn hour) you can distribute your media experience around the home. Away from home you can use the web interface to schedule and stream media using a PC or a suitable mobile device.
Extend your experience with an increasing range of plugins that provide additional features such as weather, internet radio and RSS Reader. Change the look and feel of NextPVR with the supported skins.

Its EPG is also robust and while not as advanced as some other solutions, it is perfectly acceptable as a streaming client too, though I only need to use it as that ocassionally and its main purpose for me is scheduled recording.

Should be Called IntervalPVR instead! Used this to record for quite a while then it Started Putting and actually saving files with a much longer length than the program time. Had To use Handbrake in order to fix it so it was the right length. Then started to record in intervals and it worked right! I'm almost certain that Windows 7 And Other new Versions of Windows STILL NEED A DVB FIX Like Windows XP, Because this recorded the wrong Length!!!
