What is Microsoft Expression Web?
Microsoft Expression Web, part of Microsoft's Expression Studio, is an HTML editor and general web design software. Expression Web can design and develop web pages using XML, CSS 2.1, ASP.NET or ASP.NET AJAX, XHTML, XSLT, PHP and JavaScript.
It uses its own standards-based rendering engine which is different from
Internet Explorer 's Trident engine.
Expression Web 4 requires .NET Framework 4.0 and
Microsoft Silverlight 4.0 to install and run.

It wasn't when I bought it haha XD that's all I have to say! BUT I can see why... :)
I've installed the Expression Web 4 trial. I'm impressed with its simplicity and speed.
ExpressionWeb3 dies on large PHP, CSS or JS files. I thought Java-based IDEs were bad, but this offering really lacks in development power.
