I've been using this for a while now. Must say that this is best and simplest annotation tool for windows. It's simple and does just what I need for simple annotation drawing on top of windows. And best of all it's free and open source. I really recommend this!
I've moved to ppInk which is a fork of gInk that has enhaned features. My favorite one being that I can very effectively use it with my Elgato Stream Deck XL thanks to its REST API.
gInk is an exact alternative to EpicPen. Still has a few missings: Line/Shape support, white/blackboard support
