It is an all-in-one solution to read and manage your eComic library. You can think of it as ITunes for eComics with much of the same functionality.
As a reader ComicRack supports all the state of the art features you can expect: different display modes, full screen, information overlays, magnifier, color adjustments, automatic backcolor matching and a multi tab interface to quickly switch between eComics.

ComicRack was, in its day, a great suite for managing and reading comics.
But, since the development team has all but abandoned it (no updates for iOS for 3+ years, no Windows update for over a year, not even a word from the main developer) it's falling by the wayside. With the next iOS release the existing CRiOS app won't even be allowed.
Sad, really.
Nagware: Unless you "donate" you get a dialog box asking for you to "donate" on start up, once you hit a certain number of comics in the database.
best app out there. especially if you need library manager not a plain viewer
I found it slow and bloated. And bugged: “open recent” feature won't work, and I really need it to work. Though I read only comics from Humble Bundle and don't manage a library, so judging by its popularity, your mileage may vary. If your use-case is the same, I advise you to skip it and use another alternative. Currently I use CDisplayEx instead.
