Small, portable, simple program.
It's free, and does one thing very simply, converts .chm to .html.
It doesn't look like it is maintained any longer, but it works find on Windows 10. I downloaded sandboxed because you have to get it from unofficial sources. But it's portable and doesn't phone home.
