Simple and straightforward. With the hotkeys control + space you can pin any window on top and then press it again to deactivate it.

Always on Top does NOT flag windows that are on-top and those that are not.

An alternative, Deskpins keeps individual windows on top. On-top windows have a colored pin (optional colors) in the window Title bar and moves with the window. No guessing the on-top status of any windows. Customize shortcut to activate/deactivate on-top ... I use Ctrl+/ Developer of Deskpins website and downloads I have been using Deskpins for 15+ years, it is extremely stable on both 32-Bit and 64-bit Windows 7

I have no vested interest in Deskpins other than as a very enthusiastic user. And it took me years to find it.
