FreeBSD 14.5 adds inotify support and boot loader fixes

FreeBSD 14.5 adds Linux-compatible inotify system calls and libc APIs for filesystem event monitoring.

The release also fixes amd64 UEFI loader failures and restores UEFI boot-entry creation in bsdinstall.

Base-system updates include LLVM 21.1.8, OpenSSL 3.0.21, libarchive 3.8.7, and a new control for restricting unprivileged kernel-environment access.
