Apache NetBeans 31 adds Java module and PHP 8.4 support

Apache NetBeans 31, released on August 10, 2026, adds Java import module completion and breakpoint support for Java lambdas.

The release also adds PHP 8.4 property hooks, a global Maven user settings.xml preference, and updates bundled Maven to 3.9.16 and Gradle Tooling to 9.6.1.

Other changes include an nb-javac update from JDK 27b26, embedded Tomcat 9.0.120, and launcher fixes for Unix and macOS.
