
Apple revises EU App Store fees and rules to settle Digital Markets Act dispute
Apple has introduced major changes to its App Store policies in the European Union, in response to requirements under the EU’s Digital Markets Act. The new framework lowers some fees, revises commission structures, and updates rules for alternative payment options and app distribution channels.
Under these changes, Apple has eliminated the initial acquisition fee and store services fee for apps distributed outside the App Store. Instead, a 5% Core Technology Commission will now be charged on digital purchases, replacing the previous per-install Core Technology Fee. Commission rates have also been redefined: developers will pay a 26% commission when using Apple’s in-app payment system, or 15% for those in the Small Business, Mini Apps Partner, or Video Partner Programs and for auto-renewing subscriptions after year one. Using alternative payment processing results in a 20% commission, or 10% for those in the same programs. Linking out of the app leads to a 15% commission, dropping to 10% for qualifying developers, while those distributing via alternative marketplaces or the web pay the 5% commission.
Developers in the EU now need to select their payment options and retain them for 12 months, ensuring user clarity. Following regulatory discussions, Apple has also implemented child safety measures for alternative payment systems and relaxed rules for operating alternative app marketplaces or distributing apps via the web.

Apple is still not complying with EU laws, they should be punish for wasting everyone's time.
So, basically, Apple will charge in-app purchases (with commission depending of where you've downloaded the app and which service you're using for in-app purchases) instead of charging just to install an app.
And Apple is still charging 5% for in-app purchases bought outside Apple services, from an app installed outside the App Store, because you need to keep paying Apple even after you've bought an $2k phone.
