Zig 0.16.0 brings I/O interfaces and expands native CI target testing

Zig 0.16.0 introduces I/O as an Interface, marking a significant language update. Native continuous integration testing now covers additional platforms, enhancing reliability for aarch64, loongarch64, powerpc64le, s390x, and others. Stack tracing and standard library reliability have also been notably improved across major targets.
