Weblate 5.16 introduces billing permission update and resolves SSH security issue

Weblate 5.16 has moved billing permission management to the billing page for clearer oversight in Hosted Weblate and instances using the Billing module. The release also patches a moderate security vulnerability in the SSH management console that could have allowed argument injection when adding host keys.
