Zig 0.6.0 adds LLVM 10, RISC-V, new binaries, and Windows improvements

Zig 0.6.0 upgrades its toolchain to LLVM 10, enhancing ARM, MIPS, and RISC-V support through bug fixes. A new bootstrap tarball eases building Zig from source and brings five additional binary builds, notably for 32-bit ARM, x86, and RISC-V platforms. Support for RISC-V is improved, with riscv64-freestanding now Tier 1 and riscv64-linux promoted to Tier 2. Windows support also expands, delivering new 32-bit binaries, more cross-compiling options, and a raised minimum OS requirement.
