instead of file explorer, i think it is more like launchers?

You're right, but I'll recommend it to anyone who needs a part of its features. In this way, they can just install one app to get most features usually in need. You can still make it into an explorer by setting launchers' slots to a file path. Or setting gestures to view documents.
