WinPcap is described as 'The first successful port of libpcap (originally developed for Unix-like operating systems) for Windows' and is an app in the development category. There are six alternatives to WinPcap for Windows, Linux, Android and Mac. The best WinPcap alternative is Microsoft Network Monitor, which is free. Npcap is a packet capture (and sending) library for Windows by the Nmap Project. It implements the open Pcap API using a custom Windows kernel driver alongside our Windows build of the excellent libpcap library.

PcapPlusPlus is a multiplatform C++ library for capturing, parsing and crafting of network packets. It is designed to be efficient, powerful and easy to use.
WinDump is the Windows version of tcpdump, the command line network analyzer for UNIX. WinDump is fully compatible with tcpdump and can be used to watch, diagnose and save to disk network traffic according to various complex rules.
Win10Pcap is written as a personal project by Daiyuu Nobori, a Ph.D student of Computer Science of University of Tsukuba, Japan. The many parts of Win10Pcap was from WinPcap.

WinDivert allows user-mode applications to capture/modify/drop network packets sent to/from the Windows network stack.
Riverbed Technology: "WinPcap Has Ceased Development. We recommend Npcap. The WinPcap project has ceased development and WinPcap and WinDump are no longer maintained. We recommend using Npcap instead".
