Win IP Camera turns a Windows Phone into a high-end network camera instantly. One can use any software (including browsers) supporting IP cameras or MJPEG with it.
An IP camera of this type (HD, Wi-Fi, battery power, internal/external storage, flashlight, …) would cost probably over $200, but one could buy a Windows Phone device at eBay for under $50 (can be as low as $15). Some people have retired Windows Phone devices idling and collecting dust, and this app would be perfect to make the best use of them. One can build a 4-camera surveillance system for under $100. It would probably be the most inexpensive surveillance system in the world.
