Seems to find more CDN's than Decentraleyes. Read the reviews on the chrome store, you will find many users reported ridiculously faster browsing speeds, esp on slower computers, upto 100% faster browsing speeds.

How can I use it? Just install it.

If you are a web developer - you can now develop your stuff without internet connection to CDNs. The libraries from CDNs will be served locally from the extension.
