What is USBDLM?
Persistent USB thumbdrive mapping: USBDLM is a Windows service, that gives control over Window's drive letter assignment for USB drives. Running as service makes it independent of the logged on user's privileges, so there is no need to give the users the privilege to change drive letters. It automatically solves conflicts between USB drives and network- or subst-drives of the currently logged on user. Furthermore you can define new default letters for USB drives, letter depending on the drive's size, depending on the USB-port and some more. Furthermore you can let remove drive letters of card-readers and let assign a drive letter, when a media is inserted.

I could hire someone to write me a replacement for less that this guy wants for a usable license.
What are you talking about? It's completely free for personal and academic use and just 15$ for a commercial license. With a volume discount as low as 2.25$ per license.
